Philippines International Criminal Investigative Training Assistance Program
Angel L. Medina has spent nearly 37 years working in Corrections, most recently as a Senior Corrections Advisor (SCA – Contractor) with the Philippines International Criminal Investigative Training Assistance Program (ICITAP), United States Department of Justice.
This position provided technical assistance to the Philippine Bureau of Jail Management and Penology (BJMP). The ICITAP SCA advises the BJMP leadership and Warden of Metro Manila District Jail – Annex 4 on strategies, policies, and procedures aligned with international best practices and human rights standards.
The SCA implements project objectives to build the capacity of the BJMP and MMDJ-4 to counter terrorism. In partnership with the Philippines Department of Interior and Local Government (DILG), Philippine National Police, and Bureau of Corrections, develops and implements GPH policy on terrorist detainee management and standards for suspects housed in MMDJ-4. Creates a uniformed Criminogenic & Violent Extremist Offender (VEO) Risk Assessment Instrument and integrated case management system to improve the management of terrorist offenders. The program used enhanced information sharing with judicial and law enforcement personnel to support counterterrorism investigations and threat monitoring.
Finally, the BJMP establishes an Intelligence Unit and develops a scalable training program for staff to manage terrorist offenders and high-security prisoners, aiming to establish a master trainer cadre.
Mr. Medina began his career in 1988 as an officer with the Arkansas Valley Correctional Facility and has worked both nationally as well as internationally across a broad spectrum of Correctional responsibilities.
He coordinated and delivered “Best Practices in High Security & Terrorist Detainee Prison Management” training to 100% of the MMDJ-4 staff. The three-day program included Shaping Organizational Culture, Ethical Leadership, Change Leaders, Razor’s Edge Work, and Break Out Work Sessions examining Security, Essential Services, Programs, Case Management, Jail Intelligence, Social-Media and Human Rights. He coordinated with renowned Counter Terrorism experts to provide a global/regional understanding of Counter Terrorism, Classification of Radicalization, Rehabilitation and Deradicalization through staff engagement exercises and group presentations.
He completed Comprehensive Security Audit & Vulnerability Assessment Reports and Training, Staffing Analysis, Technical Work Groups, Operational Readiness and Program Planning for new jail construction, two (2) Instructor Development Courses, a Leadership Development Course, Case Management training, Implementation of the 1st uniformed Criminogenic and VEO Assessment Tool, Trained the 1st Case Manager positions into the BJMP system, developed High Security Management policy and in-service training.
In 2022, he engaged with the El Paso County Community Corrections and was responsible for supervising, planning, researching, developing, evaluating, and recommending improvements to criminal justice programs and services operated within El Paso County Community Corrections. That work analyzed Community Corrections strategic objectives and works with stakeholders and the Criminal Justice Planner to develop data driven solutions. He participated in the development and implementation of short and long-term strategic planning for Community Corrections programs.
He holds a Bachelor of Science in sociology and criminology from Colorado State University at Pueblo and also an associate of applied sciences from Pueblo Community College.
