Chief of Police for the Goodyear Police Department

Chief Issit brings expertise in building collaborative internal and external teams, driving transformative change, and cultivating a culture focused on innovation and public safety to the CPSM team. Skilled in strategic planning, stakeholder engagement, and budget oversight, he has held leadership roles including Police Commander for the fifth-largest U.S. city, Deputy Director of a state law enforcement agency, and presently Chief of Police for the Goodyear Police Department.

He has executive and Advanced Leadership Certificates, Arizona POST (2016-2021), FBI National Academy Graduate, Session 276 (2019), American Military University, National Security Studies, M.A. Degree (2015), Arizona State University, Administration of Justice, M.A. Degree (2006), and Central Michigan University, Sport Management, B.S. Degree (2000).

As a lifelong learner, Chief Issit attended and successfully completed over 500+ hours of leadership development training, highlighted by graduating from the FBI National Academy and was selected as the Class Speaker, delivering the farewell speech for Session 276 on national television. He serves on the FBI National Academy Associates Executive Board (Arizona Chapter), which represents over 300 law enforcement executives around the state of Arizona. In 2027, he will assume the position of President for the Association and will be the Co-Chair for the National Academy Training Conference that will be held in Phoenix, Arizona.

Chief Issit was chosen to be part of the Arizona Association of Chiefs of Police (AACOP) Training Committee in 2024 to assist in the selection of leadership development curriculum for the Association around the state of Arizona.

At the Goodyear Police Department, he commands 225 people and oversees a $59 million budget. He has demonstrated a proven track record of enhancing public safety, fostering community relationships, and leading high-performance teams in the ninth fastest growing city in the United States.
